CARTEENS Overview

Since 1987, Ohio 4-H CARTEENS’ (Cautious and Responsible Teens) main goal has been to inform teens of the dangers and risks involved with driving.  This goal is reached mostly through Driver’s Re-Education programs, taught jointly by CARTEENS and the Ohio State Patrol, where volunteers between the ages of 14 and 18 provide traffic safety education to first-time teen traffic offenders. Participants are involved in an interactive program which demonstrates the effect of poor decision-making when operating or riding in a motor vehicle. One of these interactive programs includes Fatal Vision, where goggles are used to simulate the effect of drugs or alcohol on the mind and eyes. Teens serve as planners, facilitators, peer counselors, and teachers for the 4-H CARTEENS session. They also gain leadership, public speaking, and organizational skills.

To date, 40 Ohio counties have 4-H CARTEENS programs. Data collected from the 4-H CARTEENS participants indicate a significant reduction in second-time traffic offences, increased use of safety belts, reduction in drinking and driving, and an increased use of caution when driving.  Several participants have said that the CARTEENS program alone has changed their way of thinking, and have promised to use more caution when behind the wheel. 

Many Ohio counties have received awards from the National Safety Council Youth Division in recognition of their 4-H vehicular safety program accomplishments.  Scioto County CARTEENS has received two National Safety Awards for their efforts in vehicular safety.
 

Scioto County CARTEENS participants:

  • Attended the National Safety Congresses at New Orleans, Orlando, and Atlanta
  • Presented at the National Safety Congress in Orlando and Atlanta
  • Received National Safety Awards at National Safety Congresses in New Orleans and Orlando
  • Presented a mock funeral for Safe Driving Awareness program
  • Participated in the Stand for Children as part of a children's awareness program
  • Provide monthly presentations at AAA Driver's Education
  • Provide Prom Remembrance Crosses at area high schools around prom time
  • Provide presentations and informational displays at area schools
  • Participate in Face Painting and have informational displays at the Scioto County Fair
  • Provide Alcohol Awareness Events at Shawnee State University with Fatal Vision Goggles.
  • Participate in the Sorghum Festival.
  • Provide safety presentations at the Family Living Seminar at Shawnee State University
  • Give monthly presentations at the Driver’s Re-Education Program with the Ohio State Patrol

FATAL FACTS

  • Among fatally injured passenger vehicle drivers in 2003, 38 percent of the males and 18 percent of the females had Blood Alcohol Contents (BACs) at or above 0.08 percent. 
  • Teenagers accounted for 13 percent of motor vehicle crash deaths in 2003. 
  • In 2003, 86 percent of teenage motor vehicle crash deaths were passenger vehicle occupants. 
  • In 2002, there were 1,211 traffic crashes in Scioto County, including 14 fatal crashes.
  • 54 percent of teenage passenger vehicle occupant deaths in 2003 were drivers.
  • 59 percent of teenage passenger deaths in 2003 occurred in vehicles driven by another teenager.  Among deaths of passengers of all ages, 20 percent occurred when a teenager was driving.
  • 54 percent of teenage motor vehicle crash deaths in 2003 occurred on Friday, Saturday, or Sunday.
  • 42 percent of teenage motor vehicle crash deaths in 2003 occurred between 9 pm and 6 am.
  • 42,643 people died in motor vehicle crashes in 2003.  These deaths occurred in 38,252 crashes involving 58,512 motor vehicles. 
  • In 2002 in Ohio, 105,401 16-20 year-olds were involved in traffic accidents – a ratio of 1 in every 5.2 crashes.
  • In 2002 in Ohio, there were 386,076 crashes with 1,284 fatalities and 95,374 injuries.
